Recently, the problem of computer PC terminal application software pop-up information harassing users has become prominent.The Information and Communication Administration of the Ministry of Industry and Information Technology organized an administrative guidance meeting on October 28 to standardize the pop-up information behavior of enterprise computer PC applications. Representatives from Alibaba, Tencent, Baidu, 360, Kingsoft, iQiyi, Master Lu, and Xunlei attended the conference.
The meeting pointed out that after special rectification, major Internet companies (TOP100) have further standardized the behavior of opening screen pop-ups on the mobile APP side, and the problems of “cannot be closed” and “random jump” have been basically solved. However, on the PC side of the computer, some application software starts up automatically without the user’s consent. The pop-up windows harass users, the obstacles are difficult to close, and the forced installation of other software is a serious problem, which seriously infringes the legitimate rights and interests of users.
The meeting emphasized that relevant enterprises must adhere to the people-centered development concept, strictly abide by the requirements of relevant laws and regulations, take the initiative to find problems, initiate reforms, learn from one another, and always keep in mind “what can be done and what cannot be done”, and both development and regulation should be emphasized. Maintaining user rights and gaining user trust is the foundation of enterprise development.
The meeting required that relevant enterprises should earnestly implement their main corporate responsibilities: First, fully protect users’ right to know, clearly inform users of the source of the pop-up information, and must not force users to accept the product’s self-starting pop-up or provide related services by means of “default consent”; The second is to respect the user’s right to choose, provide users with clear, effective, and prominent pop-up information closing options, and do not use false or too small close buttons to mislead users; the third is to further optimize and improve the product to avoid centralized pop-ups when starting up, which affects users’ normal Use to effectively protect the rights and interests of users.
Relevant companies stated that they will strictly implement relevant requirements, conduct comprehensive self-examination and rectification, and insist on operating in compliance with laws and regulations, so as to provide users with better quality, richer and more reasonable products and services.
