It will be implemented on November 1, 2021, and will be valid until December 31, 2025.
Shanghai recently issued a document to support the development of the fuel cell vehicle industry, involving a number of financial incentive policies.
In September 2020, the Ministry of Finance and other five ministries and commissions issued the “Notice on Carrying out the Demonstration Application of Fuel Cell Vehicles” to start the national demonstration and application of fuel cell vehicles, clarifying that the Beijing-Tianjin-Hebei, Shanghai, and Guangdong three major urban agglomerations will enter the first batch of fuel cells Demonstration and application of automobiles require each applying city to issue supporting policies around industrial development and demonstration applications.
According to the “Several Policies”, by the end of 2025, Shanghai municipal finance will make a 1:1 ratio of national fuel cell vehicle demonstration central financial incentive funds, and make overall arrangements for special support funds for the development of fuel cell vehicles in the city (hereinafter referred to as “overall funds”) , Arranged in the city’s special funds for energy conservation and emission reduction, focusing on supporting vehicle demonstration applications, key core technology industrialization, talent introduction and team building.
There are eight articles in the “Several Policies”, involving six parts of policy arrangements, including support for vehicle applications and support for the development of key components. Among them, in terms of vehicle purchase rewards, before 2025, fuel cell vehicles will be used in demonstration applications in Shanghai, which meets the relevant requirements of Shanghai and has obtained national comprehensive assessment points. Shanghai will reward the relevant vehicles according to the standard of 200,000 yuan per 1 point. manufacturer.
In terms of key component awards, key components such as stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon paper, air compressors, hydrogen circulation systems, hydrogen storage cylinder valves and other key components produced by related companies are used in China Demonstration city group vehicle application, refer to the national comprehensive assessment reward points, every 1 point rewards 30,000 yuan.
Regarding subsidies for the construction of hydrogen refueling stations, theGasHydrogen refueling stations with operating licenses (hydrogen for vehicles) shall be subsidized at a rate not exceeding 30% of the total approved investment. Among them, in 2022, 2023, and 2024-2025, the maximum subsidy fund for each hydrogen refueling station will not exceed 5 million yuan, 4 million yuan, and 3 million yuan, and the funds will be allocated in three years.
As for the hydrogen retail price subsidy, before 2025, the hydrogen refueling station operators whose retail hydrogen price does not exceed 35 yuan/kg will be subsidized according to the actual sales volume of hydrogen. Among them, the subsidy standard for 2021 is 20 yuan per kilogram; 2022-2023 per kilogram 15 yuan; 2024-2025 per kilogram 10 yuan.
The “Several Policies” will be implemented from November 1, 2021, and will be valid until December 31, 2025.
Up to now, Shanghai urban agglomerations have established an urban agglomeration work mechanism and set up special classes for municipal work, aiming at the strategic goal of “100 stations, 100 billion, and 10,000 vehicles” (planning to build nearly 100 hydrogen refueling stations, forming an output scale of nearly 100 billion Yuan, to promote nearly 10,000 fuel cell vehicles).
According to the “Fourteenth Five-Year Plan for Shanghai’s Comprehensive Transportation Development” and the “Fourteenth Five-Year Plan for Shanghai’s Ecological Environment Protection”, Shanghai is intensifying its efforts in technical research on hydrogen fuel storage, transportation and refueling, and exploring the development of hydrogen fuel cells. Multi-scenario, multi-domain commercial demonstration applications, demonstration applications in qualified public transportation, passenger transportation, heavy freight, cold chain transportation, environmental sanitation, non-road mobile machinery and other fields, the total number of fuel cell vehicle applications exceeded 10,000.
