Microsoft provides an update. If you can’t open the screenshot tool, touch keyboard, voice input and emoji panel, apply this update to solve this problem.This problem is caused by the digital certificate included in Windows 11, which expires on October 31, 2021. Microsoft recommends installing the cumulative update (preview version) KB5006746 to solve some problems caused by expired certificates.

Starting from November 1, 2021, some users may not be able to open or use certain built-in Windows applications or parts of certain built-in applications. This is caused by a Microsoft digital certificate issue, which expires on October 31, 2021.
The following applications may be affected:
Screenshot tool
Set up the account page and login page in the app (appears only in the mode)
Touch keyboard, voice typing and emoji panel
Input method editor user interface (IME UI)

Solution:
In order to alleviate the problem of the screenshot tool, you can temporarily use the Print Screen key on the keyboard, and then paste the screenshot into the document, or paste it into the drawing application, select and copy the part you want.
In order to alleviate the following problems, please install KB5006746 released on October 21, 2021.

Microsoft is working hard to solve the problem of screenshot tools and S mode, and will provide updates when there is more information.
Users can now grab and download from the optional updates of Windows 11 21H2, or find the download and installation package in the Microsoft catalog:

Microsoft also pointed out that it will provide updates for applications that have not been fixed by the KB5006746 update. These fixes are likely to arrive with Patch Tuesday next week.
